STA-153-12th Street Corridor Improvements

IBI Group prepared a safety study for this 2.2-mile-high traffic volume corridor, which resulted in recommendations for road diets, roundabouts, bicycle facilities and signal upgrades. Our team performed the survey, roadway design, streetscapes, roundabout design, traffic signal design, storm water and sanitary sewer design and all utility coordination.

The 12th Street corridor is a major east-west roadway connecting I-77 to the east side of the City of Canton. This 2.2-mile, highly urbanized corridor serves as a gateway to the city and has 13 major signalized intersections, including the 12th Street & Market Avenue intersection, then ranked as Stark County’s most dangerous.

Initiated as a study in 2008 to investigate safety concerns at this hazardous intersection, the study area was expanded to include the entire corridor. IBI recommended and implemented traffic engineering countermeasures to help mitigate the high crash frequency due to signal timing, coordination concerns and access management issues. Highway and road design improvements included:

  • resurfacing and updated pavement markings to provide adequate left turn lane storage;
  • increasing curb radii at intersections;
  • upgrading pedestrian facilities;
  • adding exclusive turn lanes; and
  • limiting access on Market Avenue.

The signal system was replaced by an ICONS control system, which made it possible to coordinate three additional adjacent signal systems, affecting over 100 signals.

The project evolved to include the construction of a roundabout to replace a signalized intersection with awkward geometry in addition to streetscape elements such as decorative street lighting, street trees with decorative sidewalk, decorative pavement at select intersections, and upgraded major and minor bus stops with concrete pads. Road diet and complete street approaches were incorporated into the project by reducing the roadway section to one lane in each direction with a central two-way left turn lane. Bike lanes were included along both sides of 12th Street, improving connectivity to the City’s network of paths and trails. Furthermore, IBI coordinated right-of-way acquisition of over 240 parcels with sister company Heritage Land Services.

IBI also assisted the City in obtaining a total of $20.3M in funding from HSP, CMAQ, Enchancement, and OPWC funding sources. The low bid of $16.45M was submitted by Central Allied Enterprises, Inc.
